Increasingly, US-sponsored research is carried out in developing countries, but how US Institutional Review Boards (IRBs) approach the challenges they then face is unclear.METHODS: I conducted in-depth interviews of about 2 hours each, with 46 IRB chairs, directors, administrators and members. I contacted the leadership of 60 IRBs in the United States (US) (every fourth one in the list of the top 240 institutions by National Institutes of Health (NIH) funding), and interviewed IRB leaders from 34 (55%).RESULTS: US IRBs face (...) ethical and logistical challenges in interpreting and applying principles and regulations in developing countries, given economic and health disparities, and limited contextual knowledge. These IRBs perceive wide variations in developing world IRBs/RECs' quality, resources and training; and health systems in some countries may have long-standing practices of corruption. These US IRBs often know little of local contexts, regulations and standards of care, and struggle with understandings of other cultures' differing views of autonomy, and risks and benefits of daily life. US IRBs thus face difficult decisions, including how to interpret principles, how much to pay subjects and how much sustainability to require from researchers. IRB responses and solutions include trying to maintain higher standards for developing world research, obtain cultural expertise, build IRB infrastructure abroad, communicate with foreign IRBs, and ‘negotiate’ for maximum benefits for participants and fearing ‘worst-case scenarios’.CONCLUSIONS: US and foreign IRBs confront a series of tensions and dilemmas in reviewing developing world research. These data have important implications for increased education of IRBs/RECs and researchers in the US and abroad, and for research and practice. (shrink)

Contemporary scientific theories assume a primarily micro-deterministic view of nature. This paper explores the question of whether micro-determinism is incompatible with the alleged emergence of properties and laws that some biologists and philosophers assert occurs in various biological systems. I argue that a preferable unified treatment of these emergence claims takes properties, rather than laws, to be the units of emergence. Four distinct conceptions of emergence are explored and three shown to be compatible with micro-determinism. The remaining concept of emergence, (...) direct macro-determination, does not, I argue, meet the general requirement that an adequate scientific explanation provide a coherent mechanism or effective means of determination. On the other hand, the patient is right—the surgeon is denying his technical skill because his values are different from those of the patient, whose values the surgeon does not respect. The autonomy of the patient is being limited by the values of the doctor whose own interests, other than his interest in practicing medicine according (...) to his own ethical values, would remain unaffected by his decision to provide the service. This special report is published in commemoration of the fiftieth anniversary of the “Report of the Ad Hoc Committee of the Harvard Medical School to Examine the Definition of Brain Death,” a landmark document that proposed a new way to define death, with implications that advanced the field of organ transplantation. This remarkable success notwithstanding, the concept has raised lasting questions about what it means to be dead. Is death defined in terms of the biological failure of the organism to (...) maintain integrated functioning? Can death be declared on the basis of severe neurological injury even when biological functions remain intact? Is death essentially a social construct that can be defined in different ways, based on human judgment? Important features of the self-concept can be located outside of the individual and inside close or related others. The authors use this insight to reinterpret data previously said to support the empathy-altruism model of helping, which asserts that empathic concern for another results in selflessness and true altruism. That is, they argue that the conditions that lead to empathic concern also lead to a greater sense of self-other overlap, raising the possibility that helping under these conditions is not selfless but (...) is also directed toward the self. In 3 studies, the impact of empathic concern on willingness to help was eliminated when oneness--a measure of perceived self-other overlap--was considered. Path analyses revealed further that empathic concern increased helping only through its relation to perceived oneness, thereby throwing the empathy-altruism model into question. The authors suggest that empathic concern affects helping primarily as an emotional signal of oneness. (shrink)

With this issue we initiate the policy of expanding the scope of Tulane Studies in Philosophy to include, in addition to the work of members of the department, contributions from philosophers who have earned advanced degrees from Tulane and who are now teaching in other colleges and universities. The Editor THE LOGIC OF OUR LANGUAGE ROBERT L. ARRINGTON Wittgenstein wrote in the Tractatus that "logic is not a body of doctrine, but a mirror-image of the world. " 1 In (...) line with his suggestion that a proposition is a 'picture', Wittgenstein argued that propositions 'show' the logical structure of the real. He was insistent, however, that "the apparent logical form of a proposition need not be its real one. " 2 As a result of this we can misunderstand the structure of fact. Philosophical problems arise just when "the logic of our language is mis understood. " 3 It is common knowledge that much of this view of logic was rejected by Wittgenstein himself in the Philosophical Investi gations. There we are told that language has no ideal or sublime 4 logic which mirrors the structure of the extra-linguistic world. Consequently, inferences from the structure of language to the structure of that extra-linguistic world are invalid. Reality can be 'cut up' in any of a number of ways by language. Wittgenstein adopted a view of philosophy which would render that discipline a non-explanatory, non-critical study of the multiple ways in which language can be used. (shrink)

Following on theoretical work and studies that assert a relationship between unethical activities and diminished well-being, and a common belief that those more ethically inclined experience greater well-being, the present study examined whether individual differences in ethical orientation may be associated with the experience of well-being. This paper reports the findings of two separate studies showing that individual differences in moral attentiveness, moral identity, idealism, relativism, and integrity were associated with differences in a wide range of well-being measures. Of particular (...) significance is not all ethical orientations were found to contribute to well-being. In fact, some negatively impacted individual levels of well-being. Implications for integrating these new findings into existing ethical theory and considerations for future research are explored. (shrink)

This paper presents a representational theory of derived physical measurements. The theory proceeds from a formal definition of a class of similar systems. It is shown that such a class of systems possesses a natural proportionality structure. A derived measure of a class of systems is defined to be a proportionality-preserving representation whose values are n-tuples of positive real numbers. Therefore, the derived measures are measures of entire physical systems. The theory provides an interpretation of the dimensional parameters in a (...) large class of physical laws, and it accounts for the monomial dimensions of these parameters. It is also shown that a class of similar systems obeys a dimensionally invariant law, which one may safely subject to a dimensional analysis. (shrink)

A standard objection to act utilitarian theories is that they are not helpful in deciding what it is morally permissible for us to do when we actually have to make a choice between alternatives. That is, such theories are worthless as decision procedures. A standard reply to this objection is that act utilitarian theories can be evaluated solely as theories about right-making characteristics and, when so evaluated, their inadequacy as decision procedures is irrelevant. In Roger Bissell’s excellent transcription, the ten lectures introduce readers to psycho-epistemology, the difference between directed and undirected thinking, the role of the subconscious in problem-solving, common faults in thinking, and motivational issues that interfere with thinking. Her contributions were effectively erased from Objectivism after the Nathaniel Branden Institute closed; the original lectures were (...) the most significant part of the Objectivist corpus that remained to be recovered. The prohibition against psychologizing has been a source of confusion to many Randians. Psychologizing is the practice of incorrectly or improperly inferring motives in other people instead of rendering moral judgment. Rand thought that it could manifest in two ways: inquisitorial and excuse-making. However, Rand's concrete examples are preponderantly of the excuse-making type; her bright line between psychology and philosophy is unsuccessfully drawn; and in offering extended, strongly condemnatory analyses of the supposed motives behind psychologizing, she yields to the very (...) temptation she claims to warn against. “Psychologizing” turns out to be an anticoncept. The resurgence of interest in collective behavior is in large part due to tools recently made available for conducting laboratory experiments on groups, statistical methods for analyzing large data sets reflecting social interactions, the rapid growth of a diverse variety of online self‐organized collectives, and computational modeling methods for understanding both universal and scenario‐specific social patterns. We consider case studies of collective behavior along four attributes: the primary motivation of individuals within the group, kinds of interactions among individuals, typical dynamics (...) that result from these interactions, and characteristic outcomes at the group level. With this framework, we compare the collective patterns of noninteracting decision makers, bee swarms, groups forming paths in physical and abstract spaces, sports teams, cooperation and competition for resource usage, and the spread and extension of innovations in an online community. Some critical issues surrounding collective behavior are then reviewed, including the questions of “Does group behavior always reduce to individual behavior?”“Is ‘group cognition’ possible?” and “What is the value of formal modeling for understanding group behavior?”. How We Know is intended as a summary (and a modest extension) of Objectivist epistemology. Binswanger's treatment of a wide range of epistemological issues is examined. Because his theory of propositions is inadequate and his philosophy of mind is an extreme form of dualism, Binswanger has added little to previous efforts by “official” Objectivists. As a work of epistemology in the broad sense, Binswanger's effort is fatally impaired. It is undone by his bifurcation between consciousness and the physics of the (...) brain, which, if accepted, would largely deprive psychology and even computer science of their subject matter. Several films, includingThree Identical Strangers, examined ethical problems in an experiment that involved identical siblings who were adopted as infants and separated into different families to examine the effects of nature versus nurture. The study was primarily designed and directed by Dr Peter Neubauer. The experiment, conducted in the 1960’s through 1980’s, serves as an important cautionary case study, raising several critical and ongoing ethical issues faced by researchers, universities and archives today. The organisation coordinating the study donated the research (...) records to Yale University under the condition that they remain sealed until 2065, and has impeded study participants’ full access to research material. This case raises questions of what investigators, their descendants, research ethics committees or institutional review boards (IRBs), universities and archives should do with study records when researchers retire or die—whether universities should accept researchers’ donations of archival records that may contain patient or participant data, and if so, under what conditions. This study also poses crucial issues for IRBs—for example, whether researchers themselves or their designates should control all access to study records, particularly if controversy or lawsuits ensue. These questions will become increasingly crucial since the amount of research has burgeoned over recent decades, and investigators, on retirement or death, may want to donate their archives to universities. This experiment thus highlights ethical questions to which researchers, IRBs, universities, healthcare institutions, archivists and libraries should attend. (shrink)

Two complementary biographies of Ayn Rand were published in 2009: Goddess of the Market, by Jennifer Burns, and Ayn Rand and the World She Made, by Anne Heller. Burns focuses on Rand's influence on American political thought, while Heller's concern is Rand the screenwriter, novelist, and author of her personal mythos. Both books are meticulously researched and well written; neither author espouses Rand's philosophy or agrees with her politics. Such books establish that Rand's ideas have become part of American culture (...) and are no longer set over and against it. (shrink)

Development of and influence on ethical beliefs were surveyed at a major research university campus. Courses were ranked by faculty and students as most important. Mentors were ranked eighth in a list of nine factors. Of the 1,152 returned student questionnaires, 97 (8.4%) made the effort to write comments, and of the 610 faculty questionnaires returned, 64 (10%) wrote comments. These comments were rich in detail and description.

Observers call for companies to establish codes of corporate social responsibility, but few have studied how companies become aware of and codify standards. This study of the practitioner's role in developing standards suggests that practitioners often are left out of ethical decision making, and that persons who prepare codes of ethical performance typically view external publics as less important than internal publics. Social science methods are widely recognized as helpful in identifying and establishing standards, although they are not actually used (...) very much. (shrink)

Recent discussions of the nature of mind, emotion, and self have often intersected with renewed interest in the sources of morals and morality. In this article I examine proposals on these matters by Charles Taylor and two of his interlocutors, Thomas Wren and Justin Oakley. I describe and compare the “holistic” epistemological approaches of these three in their searches for the “moral self,” and then evaluate the adequacy of their correlative ontological proposals. Finally, I discuss the meta-ethical implications of these (...) emotive views of selfhood in terms of the objective or subjective status of moral values to determine whether these views meet the philosophers' own criteria for moral plausibility. There is not much information available in the literature about scientific whistleblowing. Because it appears that frequently scientific misconduct is uncovered by a whistleblower, it is useful to obtain more information about the activity.
